Last Monday, in the middle of the heaviest snow season on record, The Obama administration proposed a new agency to study and report on the changing climate, formerly known as global warming.br /br /Commerce Secretary Gary Locke and Jane Lubchenco, head of the National Oceanic and Atmospheric Administration (NOAA), announced NOAA will set up the new Climate Service to operate in tandem with their National Weather Service and National Ocean Service.br /br /It seems that Mr. Emmanuel does not ever want any crisis to go to waste, but this is a bit bizarre even for him. More relevant might be a national snow removal and mediation agency.
